- apps made on older development kit (for example Android 5 - SDK 22) are still functional in compatibility mode without LOCATION need (mostly)
- google play blocks any downgrade for apps made on SDK 23 to lower (SDK 22)

- this app was published just because of lack of support from Google - this is only way (create new app) told me by Google support
